photo credits go to my sister =D

some simple photoshop to single out the flag in color and rest of the picture as black and white. warmed up the black and white with a red layer overlayed and opacity reduced. brightened the flag colors with burn and sponge tools. just used a few layers to get this effect. used lens blur for most of the flag and all of the background.

it consists of three layers, two color (the flag) and the rest black and white. The black and white layer is the original picture, w/ no color, but i overlayed it with a red colored layer, with opacity very reduced, to warm it up a bit. the top two layers are the color ones. i took the original, brightened it up so the colors seem more realistic (though they prolly aren't) the erased everything but the flag. duplicated it the flag layer to get two. then the bottom two layers (first flag layer and b/w background) used lens blur. top flag layer, made a circle marquee, selected inverse, and applied lens blur. there ya go!
